1983 Skeeter Starfire? 150 Restoration ideas? Help

Hi my name is Ben Figueroa I live in Austin Texas. I have a 1983 Skeeter with a mercury 150 on it. I am wanting to start putting some money into it and get it to look nicer now. It runs great. The problem is, when I purchased this boat 4+ years ago it was left outside never covered, after talking to others due to the clear coat/gel coat later pealing up in spots like skin (very thin and crackling) they believe the owner before put automotive clear coat on it... I have no idea.

Point is, I heard re-painting it will cost ALOT, I was thinking about getting it lined (like rhino lineed) in the boat and recarpeting the deck and all the normal spots it use to have, even fixing the compartment lids with new hardware and new carpet...the rhino type lining would be done by infinity conversions just North of Austin, which a rough estimate for that to be done was $600 or so over the phone. It is sun damaged bad so I was thinking doing the lining all inside and right out to where it connect to the bottom part of the boat (hull side). I want to go ahead and purchase a new windshielf visor? for it, would be nice to find a new dashboard and steering wheel too.

Let me know of any ideas, sites you have gone to, or suggestions.
