You can find all the OMC parts lists at their factory website: epc.brp.com. Look up your year engine and the control box will be in one of the parts list sections.

Look at item 67. Your symptoms are classic.

Post a photo of the box open. I've had the interlock break and it prevented moving the arm much at all. When broken, the part jams in #20

Is this motor new to you and if it is are you pulling up on the red handle. Another thing it could be if the cables are to tight it can make the smaller lever pull up and lock the throttle in place.

yes pulling up on red handle and when I throttle up push it as far as I can it moves the throttle on motor up to a half inch I tired adjusting it and no change one thing I noticed was how tight it was on the motor with everything off its still hard to turn by hand and is real slow to go back to the stop spring looks good and has grease I first thought maybe cables was stretched

Make sure the fast idle lever isn't popping up when you are trying to shift/throttle. Interlock prevents that from happening. If it's still binding, I would remove the throttle cable at the motor and make sure nothing is binding in the motor, then confirm the control box is working with that cable removed.

If the cable operates properly when disconnected at the motor, seems to me your issues are at the motor. Test throttle operation (motor) with cable disconnected. If motor and box each works OK independently, sounds like you have a problem with the cable hookup/adjustment at the motor. What motor do you have (model #)?
