1983 90HP Evinrude not firing

I had this boat running last year it was stuck in reverse I sent it to a guy he fixed it ran it up and down the river at least he said he did,I got it back I didn't try to crank it for a while as I didn't see the need until I get ready to use it.When I tried to crank it a month or so later it wouldn't start and after a few attempts I concluded it is not firing I don't know where to look I have checked the 2 fuses I know to check and there are fine and I have not long ago had one of the power packs replaced so even so I can't see all four cylinders not firing. I don't know if I have lost power or maybe a ground and even where to look for it.I was hoping maybe someone has been through this before with this engine and maybe give me a direction to go in if so please let me know.

Emergency shut off switch. Located on control or dash.

Take a look in the CDI troubleshooting guide. Find the year of your outboard and go from there.

Check the ignition system for spark. Put an inductive timing light on each plugwire while cranking. You should see similar flashes in the gun on all 4 plugwires. The gun flashes will show misfires, weak firing and no fires. Swapping the power packs is a good testing idea, if one of them is bad.

well I have aready concluded that there is no fire from any plug wire and one of my power packs is new so apparently whatever it is has affected the entire firing system.

You paid a guy to fix the motor and didn't try to start it until a month later? :confused:

I would call him and let him know that it won't start. He might know exactly what the problem is.

One easy test to perform. Unplug the control box from the engine-the large red plug under the cowling-port side. Jump start the engine with a set of jumper cables and strong battery. If you get spark withe the control box disconnected, then you have a problem with the control box/wiring. Perhaps a kill switch or key switch. (Remember, during this test-if you happen to start the engine-you won't be able to shut it off.) If you still have no spark, then it's an engine ignition problem. Check out the stator or timer base. The battery has to be strong enough to spin the engine at least 200-250 rpm in order for the ignition system to fire.

I disconnected the control box,the large red plug,and still no fire so I guess that means engine ignition problem ?. Ok so where do I find the stator or timer base?Is the stator the square metal box located under the flywheel towards the back of the motor on top?
