Well I have good news and bad news, and hopefully a conclusion. Bad news- Im still not completely sure what was causing my problem besides for sure being related to the power pack. The good news- The motor runs!
Conclusion- I did a complete lync and sync directly from the manual, timing was spot on for cylinder 1. With the new power pack the engine was only running on cylinder 1; 2 and 3 were completely dead (no idea why). They had spark, compression, and fuel. I even cleaned the carbs again. I decided to try the old power unit again with a new clean ground- BINGO! The motor ran and runs great. Seems like the new power pack was indeed bad, and the ground was also bad.
