The last 2 years I've had problems starting my 1982 Evinrude 115 hp engine. It's hard starting and when it starts runs for a few seconds and cuts out.I've also noticed when it starts sometimes it tends to sometime sneeze out of the exhaust. When it starts and I push up the high idle lever it tends to cut out also. When I get it started and put it into gear it also stalls sometimes. When i get it going it runs fine at high speed. If it lays for a while same problem all over again. Has anyone ever had the same problem and maybe a solution. It's really starting to get annoying.

Sounds a little like Idle circut restriction causing a lean condition.
Have you done a compression check lately?
Sub-par fuel can cause simular symptoms as well.
How long since plugs have been changed??

EDIT: Throttle plates not closing completely can cause this, and could be a linkage adjustment out of sync...

while engine is not running, shift it into forward gear....have someone turn the prop first so that the shifter will engage properly..... advance the throttle..notice if the timing advance arm (on starboard side of engine) is advancing all the way to the full advance stop
the stop is a screw with a rubber knp on the head...if it's not, try to loosen up the wires coming from timer base under flywheel....they may be stiff....do not remove fly wheel or disconnect any wires....also, if that doesnt work, you could remove flywheel, stator, and timer base....there is a plastic berring on timerbase....it may need cleaning and apply light grease...you would need flywheel puller...i suggest you carry it to a mechanic if that's the case.

I agree it sounds lean. If you spray premix in the carb throats, and it then starts much easier, then that's your problem. Starts fine when hot?

OMC switched to primers, rather than just having chokes. Make sure the choke plates shut all the way when you hit the choke button (100% closed - 99% is not enough), adjust the position of the solenoid if you need to.

IMO, the hard cold starting and sneezing you describe is pretty common to the 1973-198? (when did they start with primers) V4s.

In my experience, raising the idle speed lever all the way up usually helps, not hurts as you describe - so I do wonder if an idle circuit is clogged on your particular motor.

Compression check it, I have a 81 Evinrude 115 that has the exact same problem, just checked the compression today had 90,90,110,60. I have a leaking head gasket on the left side, going to replace next weekend...I'll let you know if that fixes my problem...

Possible that your cold start fuel primer is acting up. The engine will lean sneeze when just started - if you don't keep pushing in in the key occasionally. I'd pull the ends of the two primer hoses off, (not off the solenoid, but where they attach to the engine) then activate the fuel primer and see if you get fuel out of both. If it is not that, then I'd look to the carb idle circuits as Walleyhead mentioned.
