Are you saying the bearing housing is turning or the prop shaft is turning?
It should take a puller to remove the exhaust housing.

Are there a couple of threaded holes in the end of the housing?

If there are no threaded holes, the factory puller has a couple of long "J" shapped attachments that slipped under the webs in the housing, and used a 2 ear puller. You might get by with bending some all-thread rods and using a 2 ear puller.

There are several places that could cause a water leak, propshaft seals, housing o-ring, bolt o-rings, vent/fill gaskets, shift shaft o-ring or gasket, seals on driveshaft under water pump.
Most auto parts stores will sell a puller that will work, make sure that it is wide enough to span the bearing housing.

Part #28 is always referred to as the "Carrier Assembly". If it is revolving, it should easily come out of there.

Use a slide hammer that has a hook on the end of it. The hook will grab the fin portion of the carrier nearest the propeller and the slide hammer action will easily yank it out of there.

Yes, the bolts have to come out completely, if you are talking about the 3 bolts in the carrier assy.
