1982 4.5 hp cooling question

After using my "new" outboard on Monday I went to flush the outboard in a small bin (trash can) but didn't get any cooling water coming through the outlet. It was working fine when attached to my tender and in salt with a strong stream of warm water. The flushing bin allowed enough water to cover the water intakes and about 3 inches more.

Any suggestions?

More water required or a deeper flushing bin?

I have read on another post about cooling, that when flushing your engine it is important to ensure you have a sufficent depth of water in your barrel/bin to ensure that the leg is at least 1/2 immersed.

Anyone care to comment on this theory?

For sure the leg needs to be deep enough for water to pump, add more water and retry.
