Wont idle down when in water cleaned both carbs replaced fuel pump and lines and spark plugs and coils it will idle with just a gardenhose but in the water only way to keep it running is in high idle in thought out there

You might have more responces to this in the johnson Evinrude section. How did yuo clean the carbs? Did you remove the welsh plugs, all the jets and soak the carbs? Did you blow out all of the passages with compressed air or carb cleaner after they soaked. Soounds like the low speed jets are partially cloggged or the passages in the carb body are.

Idle is different on muffs & in water - take it to the lake & adjust idle there or just put it in a barrel of water-

Just had mine done while on vacation. Had issues with it running also but I needed a timing setup but still idled rough. He took off front off carb n found small piece of silicone blocking the jet. Pulled it out n ran great after that. Hope this helps along with what other help you receive.
