Hi, power to solenoid is 12.6V , power coming out reads 40V. No start , but a click from solenoid. I’m new to this and any help would be awesome. I just bought this boat. It’s a 1976 StarCraft American 18ft.

Well---40 volts from the solenoid makes no sense.----Load test the battery.----Inspect battery cables.----Take starter apart for inspection.

Take the old starter apart and clean it, perhaps putting in new brushes. Good to have a spare.
