1977 70HP Johnson Shift Rod

Hello,
The service manual states to use the special OMC tool to correctly have the shift rod at the specific length but does any one know the specific length that the rod should be without using the special tool? The engine model is 70EL77S.

21 23/32. Just careful its quite tricky without that lovely height gauge tool. thats in neutral, offset facing wherever it was when you took it out im guessing to the port side.

Best to verify if 21 23/32 is the correct dimension for a 77 model !
