1975 70 hp johnson no wot

I have been working on this thing now awhile watched linkage move and it opens up all the way butterflies open all the way but only get about 7 mph out of it. On dry land it will rev right up but not on water.

What's the compression on it ?? Will the spark jump a 7/16 " open air gap on a spark tester ?? Is it running on all 3 cylinders ??
