1972 Evinrude 9.5 Water Leak

I recently acquired a 1972 Evinrude Sportwin 9.5 in a trade with a John boat. I was given the motor and told that they couldn't get it to pump water. I put it in the barrel and when it runs, it is pouring water from between the leg, and the outer housing. With the hood off there is a small cap with 3 bolts that appeared to be related to the water pump. I pulled off this cap, started the motor momentarily to see if any water came up into the galley, and it was bone dry. Upon this and looking at diagrams I figured that it was the small seal from the impeller housing to the up-tube. I ordered a pump kit, and pulled the lower unit, but the seal and impeller look good. I pulled the same cap, and poured water down it thinking it would simply come out of the up-tube, but instead it goes out somewhere else. The water is not leaking around the powerhead as best I can tell. After all this, I have no idea what to look for. Also I am unsure if it is related or not, but the up-tube seems kind of loose and just rotates freely. Any and all advice and insight would be greatly appreciated. Thanks

If the water tube is loose, up inside, then it's likely that the grommet is shot. The water tube should be tight up in there. It may ne necessary to pull the powerhead and lower unit to investigate the leak.

If the water tube is loose and "rotating freely", it has come out of its retainer under the powerhead. It is held in there by a "push nut", washer, and o-ring. Only one way to get it back together, and that is remove the powerhead. And yes, that requires splitting the shell. Sorry 'bout that.

Pouring water between leg and outer housing??? Don't have an answer for that one. But I guess you will find it when you get the shell off.

I believe the 3 bolt cap you are referring to is the thermostat cover. Yes if the water pump is functioning there should be water to this area. And if the tube is disconnected, yes if you poured water in the thermostat cavity, it would pour out below.
