1972 25 hp sportster shifting problem

Hello to everybody.I change the impeller a few day's ago but when i put it back together i turn the prop backward shift ok but neutral and foward still in neutral,? is it because i did not put oil in gearcase yet or it is something else.?It was shifting ok before i change the impeller thank you..

shift rod must be out of adjustment or u didnt put it in right

make sure u put gear in or that will screw up ur whole gear case. 85-95 weight gear oil. make sure u put new washers on screws

there is an indentation in the shift rod, the screw must go thru the indentation.
