1971 johnson 40 horse. Charging system

Charging system peaking at 12.7 volts at high rpm. Need help testing generator and regulator. Thanks in advance

That belt driven generator may need a procedure referred to as -----" Polarizing the generator / voltage regulator "------Ever heard of that ?
