1971 evenrude 18, lower cyl dead?

I got the motor little while back it was fireing very weak on both cyls put in points and condensors and got hot fire on both plugs. it busted off but I didnt run it as it wasnt in drum. put it in a drum today and it runs off the top cyl only, took out plugs and tested fire again hot on both and the cyls are cycling ok what could cause the lower cyl to be dead?? drawing a blank here, thanks guys

Did you test compression?

no but the guy I got it from said both cyls had 95 compression. Im thinking its a fuel issue. dont really understand how fuel goes to one cylinder and not another. got fire.

Check the compression yourself. Never believe what a seller tells you. Only other prob could be is a reed prob. Maybe. Or a ruptured fuel pump diaphram killing the cyl it gets its pulse from.
