Just got it it. I don't have a battery for it yet and I don't know much about motors. I can't seem to rope start the fly wheel. It rotates about 3 inches then becomes very hard to turn. I've tried to check to see if its in neutral. Not sure if it is. I hooked up to the throttle and raised the hand vertical. I need help.

These are hard to rope start and you need a battery to check for spark, cause the ignition system is feed from the battery.
First pull the plugs and then try to turn the flywheel over.
If it turns over freely then connect a battery and check the compression.
If the compression is 120 PSI or more and all three cylinders are equal with no more then +- 10% in difference the engine is healthy and you can go on with it.

Ok I will try that. I was only able to pull 2 of the 3 spark plugs and it still was hard to hand turn.

Get the last spark plug out and if it's still hard to turn over, drop the lower unit, then if it's still hard then bore scope the cylinders. Rusty cylinders???
Check the gear oil. Make sure that you remove the drain plug and not the screw on the side of the gearbox. Pulling that screw will cause problems.

Wasn't able to get that 3rd one off. So I hooked my car battery and it's getting power because the tilt motor is making noises but not tilting lol. When I turn the ignition the solinoid sounds like it's firing but I hear nothing on the starter. I might just replace the solinoid and starter?

"Wasn't able to get that 3rd one off." It just won't budge or what? Shouldn't be that hard.....I would not do anything else until that plug is removed and then do a compression test. May be internal corrosion has the plug solidified in there....not good. May have to pull the head to take a look......Don't bother buying new solenoid or starter until you find out what lurks beneath......

Also why does removing the plugs free up the fly wheel
When you remove the plugs no compression can build up in the cylinders....makes it easier to move the flywheel. You say you just got the motor.....do you know the history of it? Has it been sitting up for a long time?

Just noticed in one of your pics....looks like the transom on that boat has failed completely.......motor is about to fall off.....that doesn't bode well for the possible condition of the engine. Just sayin......
Needless to say, the boat is trash.....if you want to work on the engine need to get it on a stand soon....or it will be on the ground.

That is a good thing....need to get that last plug out and see if the engine turns freely. If not, check the cylinder walls and pistons for damage. Maybe post some pics.....that will tell the story.

Ok. So I'm not very knowledgeable when it comes to this. What and where is the cylinder wall?

Jump the starter(solenoid) make sure you have clean & tied connectors to the starter & battery ESPECIALLY the ground

Ok so I finally got that last spark plug out. The fly wheel turns freely and u can hear good compression. I also sprayed carb cleaner in the carbs. Now what? Only thing I can think of now is to hook it up to a battery once I get the new starter put on?
