1969 mercury 40 shear pin

I just got this motor and am trying to get ready for the fishing season and was trying to find out what shear pin to get and in trying to remove the prop I couldn't get past the prop nut. I could seem to get th washer to budge. It was a different washer than I have seen before as it had a buch of "holes" in it. Do I need to have a special tool to remove it? Also this seems like a lot to have to deal with out in the field.

Any help woud be appreciated.

Mercurys don't have shear pins,they have a rubber insert that gives on impact Lower-Units0061.jpg.
On the diagram you need parts: 29, 28, 27. or similar. I think the washer with holes is the tab washer that locks the nut from turning. You bend the tab (28) that is in a notch of (27) up to release the nut, when you tighten the nut you bend a tab into a notch.
