1969 85hp Johnson seized

How would i go about getting it up and running again? I took the heads off and one piston has some rust on it but the rest look fine. Guy i got it off said he hasn't used it in a year. Any suggestions?

soak it with penetrating oil overnite.
Do all the cylinders just for the heck.

After soaking lightly tap the top of the piston with a peice of 2x4 or the end of the hammer handle. Try turning the flywheel nut if you have a wrench that fits, don't force it, let the oil work.

I tried to move it this morning, no luck, i'll let it sit till tonight and give it try then.
