1968 Starcraft Arrow steering

Trying to get on the water, my steering is missing the cable from drum pulley system. My drum is solid no long center grove cut in has a center hole inside that opens each end.

I'm familiar w a few types of cable and pulley steering setups but dont follow what you are describing.

The correct winding, here is what I didI took the steering completely out of it brought it inside and just looked at it and I threaded the cable to the middle out each in and back through and then this while wound each side the opposite directions taped it and now I’m installing it in the boat and just about ready to pull them tight wish me luck thank you
