1963 evinrude fisherman 5.5

Hi, I hope I can get some help with this. I have a 63 evinrude 5.5 and I am in the process of trying to get it to run. So far it start only if wot and only for about 5- 10 sec. then kills. If I pull the choke it will pop once then nothing. Push the choke in an pull an it will start for a few seconds. Iam not sure where the rich/lean for both slow and fast should be set at. They are set at one dot under rich. That is the only way it will start as stated above. My question is do I need to rebuild the carb, fuel pump, or anything else? Any and all info would be greatly appreciated.

Start with the carb. It is clearly badly gummed up.

Link for order your carb kit ( please make sure it is the right year and part please) This kit does not come with a float...please make sure your float is viable.
