1956 6-volt 30hp Starter Help

Good Morning, I have an RDE-18 and want to fix my starter, tool old to be pulling this thing over.
I am pretty knowledgeable, mechanical - done many outboards etc..
This little starter is testing me.
Sometimes with 12v thrown to it, she will spin for a second, then stop and take forever to spin again for 5 seconds.
Had it apart many times, brushes look fine, cleaned contact for brushes, cleaned entire core.
To me it just seems that the 4 springs are very tight, causing too much friction to spin easily.
Any advice as to how to check specific items to fix this.

Did you take any ohm readings on the field and armature ?-----Have starter checked at a shop that has a tool called a ---" growler "

Thanks for response..
I do not know what readings to look for, don't have a problem testing and have ohm/volt meter.
