So what are the first steps to get it back going? Crank pulls just fine.

Clean the carbs
replace the impeller

Then what?

There is a good thread in the FAQ titled "Awakening a Sleeping Outboard" that you should read, should cover all the bases. I would also do a compression test to use as a benchmark, and possibly a spark test as well to ensure you have good fire.
