18 hp 2001 tohatsu won`t start

Hi,newbie here, just bought this 01 4 stroke 18 hp tohatsu and it won`t start with out starter fluid. Checked the electronic choke and it warms but I don`t see it move. (12 volts from the bat) Carb was cleaned by previous owner. Fresh gas and new line. Also tried to see if I had current to the choke with a test light and did not. Is there a fuse somewehere? While warming up the engine the water stopped pissing out. Now what? Impeller,thermostac or plugged? Impeller was 20.00. New choke unit is 140.00. Now i have to install them. Not real happy with my purchase!

If the needle does not move then the auto by pass sender is bad. No one replaces just the impeller...You need to replace it with a water pump kit. No fuse unless you have a electric start engine. Its very unlikely that the thermostat has a problem. And lastly, you just bought a 9 year old engine with no idea of what service has or has not been done on it in the past. Why complain about routine maintenance?

Thanks....I guess I should have known not to buy a used engine. But anyway, I d0 have a electric start and checked a fuse that I located and its good. Any otherts? I still can`t get my test light to come on when checking for current to the choke wires. I bought a impeller from the dealer, he said thats all I needed. Any tricks to getting the lower unit to drop?:)

The fuse in the yellow holder is the only one and isn't in the choke circuit. Test the auto bypass by pulling it out of the carb and hitting it with 12 volts. The needle will move over the course of 30 seconds. No movement equals dead auto bypass. For future reference always replace the water pump with a kit. The plate and liner need to be replaced to keep them from prematurely wearing out a new impeller. To drop the lower unit just pull the bolts and knock the spring pin out of the shift rod coupler.
