175 Evinrude wants to but won't

I have had my Evinrude 175 (V6) for over 20 years (1985) model. It has never failed to start, run, take me fishing and bring me home. But I dun her wrong. A couple of years ago I let it set all winter without proper maintenance...never again. Since then I have: Replaced both fuel pumps (vro went out years ago). Carb Kits. New spark plugs and wires. cleaned fuel tank and filter.
Here is what it does: Comes out of the hole great but just before plane shuts down. The motor is still running but won't pull the boat. Pull back to neutral and it is running rough. Give it a minute and it smoothes out. Then does the exact same thing.
I don't have a CD Voltmeter but I checked the Primary voltage between the power pack and the coil with my regular voltmeter with the engine idling and here were the results. Left side: 24, 19, 22. Right side: 12, 14, 17. I know it should be 175 or better with a cd voltmeter but thought this might give me a clue. I also disconnected the temp sensor from the power packs...no change. I don't have much hair left and it is going fast on this one.

The easiest thing to check first is the spark. Put a timing light on each plugwire when it trying to plane. You should see solid, rhythmic flashes from all 6. Misfires and no fires will show up. If your spark is solid, divert your attention to fuel. Almost sounds like the engine is running out of fuel when trying to come up on plane. Squeeze the fuel hose bulb constantly-that will force fuel into the carbs. See what happens.
