115 vro timing

can you set thr timing (24 BTDC) without engine running
i was thinking of removing the spark plugs
hooking a timing light on #1 CYL
pulling the spark advance to the advance stop
crank engine over and see what the marks look like
i dont see any advance other than shifter linkage
the manual says motor must be at 5500RPM
but with mechanical advance will it make a difference
it looks like my setting is about 12BTDC just turning over with starter
and plugs removed with timeing at full advance on linkage stop
anyone tryed this before
