    if the outer cap as you call it is not to damaged just rebuid it with high PSI JB weld and if need be to make certain JB holds.... put a few stainless staples in the plastic before recoating them with JB weld . smooth over and done ! I rebuilt my skeg with the stuff!!

    connect a fuel supply directly on the carb inlet gravity feed it see if it runs ok if not it is not a fuel pump problem !

    which pump are u using the small square OMC of the bigger one . try lifting the properly venting fuel tank above the engine and get it running....see if stays running by gravity feed of fuel to the carb via the fuel pump check valves... if it runs ok lower the fuel tank below the power...

    may as well just polish it up, spray it with chromate base primer finish up with the engine color & go fishing! During a good run ....check lower section with an IR gun to see if something weird is going on.

    cyl head gaskets are not to pricy..usually it may be good exercise to open then up (don't break any bolts !!!!) and inspect the cyl water jackets and cooling paths in the cyl heads.
