    That's one of the tiller gears. Probably need both sides and need to clean everything. Happens when the get old and gunked.

    I would think under the handle but that piece does not go there. To me it's where the handle meets the frame of the outboard.

    Tim might be on to something, hard to say it's not an optical illusion. Is this a longer shaft motor on a shorter transom? Another words, why the jack plate? But if it's to high your RPM's would go up. To me it looks like this is NOT your problem.

    Outboard gas tank problem

    Lots of aftermarket Evinrude fuel ends that don't quite work. Get an OEM one. Don't run the motor anymore until fuel lines, carb and impeller have been redone. Mechanically you should have a great motor.

    Do a spark drop test and then do a cylinder spark GAP test. 7/16 with a bright blue crack. Spark gap tester are $12 at any auto parts store.

    I have a 2012 and the dealer loaned me one when I installed mine. It just went on and it screwed in quite a ways. Not sure what you have.

    Pumping the primer bulb suggests fuel pump diaphragm. A good spin on water separating fuel filter is best in your situation. Any bad fuel line left after a carb clean means you have a carb that's plugged again.

    It's not getting to wot or it's bogging down because of prop pitch. What are your prop numbers and describe your hull.
