Problem solved. It just needed a small linkage adjustment so that the throttle was open a little more when starting. After I replaced the carb, I adjusted the linkage a little bit because it was revving too high at idle. I think that is what caused the problem.

I just bought the motor used and was told that it had starting trouble. I removed and cleaned out carb and jets and it started on the second pull. That was two weeks ago and now I have difficulty starting it. When it does start, I'm never sure what I did to get it to start.

The linkage moves freely when disconnected from the motor. Take a look at these photos. Both were taken at the same time. Mechanically, I don't see how the carbs CAN open any more. The timing advance linkage seems to be fully advanced. I'm stumped.
