Engine runs fine. At start up engine goes into a high idle. Hard to shift in and out of gear with excess pressure. Won't idle down. Carbs are cleaned and rebuilt and adjusted. No excess air leaks. Idle speed adjustment replaced with no help. Switches on second carb in correct adjustment. Just...
