    If it starts with a little throttle then most likely it's flooded, that will give you a starting point for debugging it. Maybe a sticking or leaky float valve, etc.. If a little throttle doesn't help, then next is check for spark when it won't start.

    Is this a new problem, or has it always been like this? Next time it wont' start, try starting it with the throttle open 1/4-1/2, just be ready to pull it back as soon as it starts. Hot carbureted 4-strokes often start better when giving them a little throttle.
