    No that rectifier won't regulate the voltage. Where are you measuring your voltage? Measure right at your starting battery with 2 leads of your voltmeter. It should not get over 14V. If it is over 14V then its going to get overcharged.

    connect your voltmeter wires across that small solenoid. Turn key to start. How many volts do you get? Should be about 12v. I suspect that you have a high resistance somewhere maybe switch or wires/connectors going to your key switch or poor ground connection(s) on solenoid.
