Been to the machine shop today, they measured it and laughed. Gave me some guidance on what to do. Got a sheet of glass, bonded a flat big sheet of wet and dry 120 grit and re-decked it, all back in tolerance now. New head gaskets on route.

Further update, timing was way out, nearly an 1" off between 25' past TDC and where it needs to be versus where it was set. Hoping that's the final thing now!
So got to water test her again today with the new coils - we've made some solid progress. Before it would barely run, now she planes out will run up to 4,000RPM (half throttle) - that's a great improvement. Wouldn't keep running before and had no power. Now she won't pull past 4,000 RPM, falls...

I think you could be right.. Just been out and tested the coils with an OHM meter. Of the 6x coils, 4 are in spec, the 5th shows very low reading on the meter and the 6th is dead. Will remove the green wires to the coils and re-

UPDATE - so managed to water test it again yesterday. Still wont pick up in the water, it bogs. Took this video as we sprayed starter fluid into the intake and feathered the throttle to keep it running (no change, it doesn't pickup)
