Also zoom in on the engine cannon plug connector to see a breaker mounted there on another almost similar...
No real safety features to it per se because if the engine isn't turning the pump is not being activated via the pumps arm inside the engine block.

While there's circuit breakers mounted on the engine of the 50-amp range for engine items, in looking at some parts catalogs it appears you may have blade type fuses vs a breaker button at the pump area itself...Also could use your transom model number to locate your design pump as it should be...
You have a mechanical fuel pump... It's the one with the yellowish hose running to it / to the left of the white oil filter.
How about an overall view of the engine.
That carburetor appears very dirty and corroded possibly indicating water at some point got in there... Might be time for a carb tear down, inspection and rebuild.
Disconnect the connector wire B in your photo as that should stop the horn....Or find the horn under/behind the helm/dash area and unhook a wire there...Or some will put tape over the horn speaker to get it toned down...
You'll need to know if you're getting spark out the coil and to the spark plugs...Do you happen to see if the RPM gauge is moving any when you crank the engine over to start? Own a timing light to bring to the boat with you for testing?
May have hurt the sensor under the distributor cap and...
Wow, so awesome you found that hard to find fuse and better yet, it was the problem… what size amperage was this fuse? 15 or 20? Or?
