I had a nut missing on the carb that was giving me some fits. I was able to install new nut, but had to disassemble the starter to get the nut on. Once re-assembled the motor works great but, man is that throttle handle stiff. Anybody know how to loosen up?

My 82 was running good and now I don't have any top end. Motor idles great but bogs down when I give it the gas. Upon inspection, I found 1 of the carb nuts is gone. Could this be the cause of the problem? I also inspected the bowl and it's clean as a whistle. Any clues?
Looking to buy a 1986 Evinrude 15 hp outboard, 100:1 fuel ratio. Motor needs some carb work and lower end seals replaced. Anybody have one? Is it a good motor? Worth putting some money into?
