I have saddle gas tanks sealed in poly foam. They need inspection and modification. I have been able to free the underside, but the back side is almost impossible to assess with tools to grind out the poly foam. Is there anything that will dissolve this foam and not fiberglass????

Only other thing I can think of is MEK reducer used for fiberglass. Strong stuff so watch out for fumes

Stuff that they use around fuel tanks is usually intentionally designed to be chemical resistant. IE, you probably aren't going to find anything that dissolves it without putting a hole in your boat at the same time.
