Compression test

I have a 1991 115 HP johnson o/b Compression is 3@110 psi and 1@130 psi
The engine is hard to start and wont idol I changed power pack , plugs and wires. Even changed carbs. What is good compression for this motor and any hints to help solve my problem

they are out of specs. but still good. should be within 10%. i would do a decarb with BRP engine tuner.
