Sportwin Carb Problem

I just cleaned and reinstalled the carb on my 1970 9.5 Sportwin. I also replaced all of the fuel lines. Now I don't seem to be getting any fuel past the pump. Bulb and fuel lines are hard. Any Ideas?

did you adjust the needle float? that will stop all flow.

I'm not much with carburetors, so is the needle float the needle that the float pushes in and out?

set the bottom needle out from seated 1 turn - then the gas should get to the carb
