48 Evinrude SPL idle problem

idled fine when first got it but had to pull start it. Took it to the shop and they put a new starter on it and rebuilt the carbs, etc. Now it wont idle over a few seconds cold or hot. It just lopes and dies. I have to choke it and give it gas for it to crank when cold. and I have to give it gas to crank when hot. It runs fine top end though. the bulb pumps up hard and stays hard.

To save the xperts some time, you might want to give year and model # but sounds like gummed up carbs and/or fuel pump to me. If you pump the primer bulb does it help keep it alive?

It is a 1993 but I don't know the model number. It has Power Tilt, Trim, I also forgot to mention that it has been this way for more than a year now, and it has not gotton worse or better. the bulb stays hard when it dies.
