I have replaced the impeller on the outboard and expected the problem to be cured as the old one was completely destroyed. It is not heating as badly but i can get no water from the 'pee' hole. I have checked the pipe and outlet and they are clear. Any ideas?

You may have some of that destroyed impeller up inside the motor blocking some passages.
Pull and test thermostat and while it is out pull lower unit and try to flush water threw using hose onto water pipe.

May try compressed air to unplug indicator passage
