Yamaha 5hp (around -90) not pumping enough water?

So, i bought this nice, unused and served outboard a few weeks ago. The impeller has been changed at a shop, but when the engine sits in idle the water just comes out rhythmically pulsing in about the same rate as the cylinder goes around.

Is this normal? All help greatly appreciated.
