Yamaha 2014 F175XA WOT RPM Drop

We are experiencing a complete loss of power after about 30 seconds of running at WOT (reading about 5200 RPMs). All filters/fluids were changed before putting it in the water. Seems to run well at about 3200 RPM's (my normal running speed). Our first thought was an air vent block (we noticed the bulb had collapsed). All air vents seem clear, no blockages. The engine seemed to run fine when we went back to 3200 rpms. If I keep it at WOT its as if I am throttling up and down from no to full throttle over and over. The engine seems to be starving for fuel at WOT. The collapsed bulb did not happen all the time.

Could this be a fuel pump issue?

only a restriction would cause the bulb to collapse .
the pump sucking OK but not enough flow

did you loosen the gas cap to see if that helps?
does the pick up tube have a sock/screen on it?
maybe the anti syphon valve sticking

Yes we loosened the cap, checked the filters and lines. After we did all of that, we took it out a second time and the bulb did not collapse this time, but the engine did the same thing.
