Yamaha 150txrs fails at WOT

I have a 94 150HP V6 Yamaha 150txrs that fails (increases the RPM, then decreases the RPM constantly) when I go over 2300 RPM. I bought the boat with that problem. I don't know the history of the boat and motor. I believe it is a fuel restriction problem since I found a lot of debris in the metal mesh that goes in the line that sucks the gas from the gas tank. I empty the gas tank and added new gas, removed the metal mesh to allow the remaining debris to go to the fuel/water separator,and added an in-line fuel filter after the fuel/water separator to protect the engine. I also changed the two fuel pumps, and the fuel primer bulb but the engine is still failing. To me it looks like the outboard is not getting the gas it needs at higher RPM. I don't know what else to try. Any suggestion will be greatly appreciated. Thanks in advanced.
