WME carburetor gasket kit help needed.

I need help with where the two round gaskets go. I know one is for the bowl drain plug, but which one? Then what is the second round gasket for?

The second round gasket is not listed in my merc manual which is from 1989.

Not in my service manual either or my Quicksilver Parts Express book on the carburetor page.

For my WMA carbs, one goes inside and one goes outside the bowl. If I recall, the cork one went inside.
