wiring problems please help

40hp evinrude when i engaged reverse wires started smoking by the throttle. now reverse wont work but foward does but not with full power? also why will this motor only run with the choke on?

Well seeing how you didn't leave a year or a model number , we would all be taking shots in the dark on this one.

its a late 60s early 70s i cant find a model number or anything on it. i doubled checked on the choke it does run with the choke off but it does not have full power and reverse dont work

A model number would really help.
I would guess that the smoke came from the shift switch in the control box, maybe a shorted reverse shift wire somewhere.
Not having full power, spark, compression fuel delivery. What's your compression? Have you checked spark, bright blue, plugs in good shape? How long since the carb was overhauled, getting fuel to carb?

Your symptoms are too vague. Nobody can diagnose it from such limited information. Somebody with a bit of knowledge about motors is going to have to do some basic troubleshooting on site.

Electrical mechanical shift...this is why I don't work on anything older than I am approx. All I know about these models is that the entire gearcase is considered ground and that you have to use the Hi Vis gearcase oil.
