In Georgia it is "Headlights on when raining" signs posted on the highways, they also have "click it or ticket" signs for seat belts. I use Rain-x also, it is better than wipers, just keep it clean and reapply from time to time.

Lights on when wipers go on has been a law here in WV as long as I remember. We have 2 08 Dodges. Wife's Avenger turns lights on with wipers and has daytime running lights but my Ram 1500 does not.

Both Kansas and Missouri have the wipers on/lights on law. Ans as others states, it isn't enforced much.

The unfortunately part is that drivers don't seem to understand is that the lights are to be on so that other drivers can see them, not for them to see the road.

Like JB said, up here in Canada DTRL (day time running lights) are mandated by the D.O.T. Basically its just replacing an underdash module which turns the lights on automatically as soon as the ignition is on.
This was a required change I needed to have done to my truck which I bought out of Georgia.
Its funny because some Canadians have been pulled over while travelling through some of the states which forbid having your lights on through the day (is this still the case in some states?). Only to have to explain to the trooper that they can't shut them off unless they shut the vehicle off.

Its been the law here for years too...Nobody enforces it though.
All my years driving truck for a living there would always be a car riding next to me with no lights on in the rain.With the spray coming off of 18 wheels i have about got a few of them changing lanes.They don't understand you can't see them in the mirror...

Here you're suppose to "Burn your headlights" when your wipers are on. Ya gotta love the south.
