will not rev (S.L.O.W system engaged?)

Hi
while out in my boat today the engine started to misfire. It will idle fine but will not allow more engine revs. I have removed the spark plugs and replaced. I also check the lead had spark and they do at idle, but the sprak breaks down when the throttle is applied. Having read the owners manual I now believe that it may be the "S.L.O.W system" thinking that the motor is overheating.
The motor is a 50hp - two cylinder - 1998 BE50RLECR - tiller steer - evinrude.
Does anyone have any ideas how I can overide this system to see if this is the fault?
Please let me know of any other things I should check

The SLOW system is conrolled by the temperature sensor on the cylinder head. If you disconnect it, SLOW should be disabled. Make sure it is not really overheating.

I have already tried this but with no luck, the spark is defintly breaking down once rpm above idle.
Any ideas to what this could be??

The best idea is to get an OEM Service Manual. The best price I saw was on Marineengine.com

The service manuals have a step-by-step troubleshooting procedure.
