Why won't my outboard go forward?

1975 Johnson 40hp model #40EL-75C
So far lower unit has been completely checked out & given the OK. Drive shaft, linkage, cables, etc are all fine but still it won't go faster than idle speed. It seems to shift and engage but nothing beyond that. Is there something in the upper unit that could be wrong?

If the motor revs and goes nowhere the prop is spun and needs rebuilt.
