why so many trailers without breaks?

So many states have laws about weights of trailers that are suppose to have breaks.. Why do they sell so many boats and trailer combo's that don't have breaks on them?

The burden of installed brakes should be the manufacturer's responsiblity, but than the price might not be quite as attractive to some shoppers and until they tag the trailer they don't even know they need them. Then back to the dealer to spend more $.<br />Why do they sell fireworks in some states, yet you are not allowed to use them?<br />It's all about marketing an taking advantage of an uneducated consumer.

You're right, it is wrong but at least you can buy COMPLETE trailer brake kits for around $500 - $600 at; www.championtrailers.com<br /><br />If you are decent with tools and instructions, then this is something that can be done in your driveway.<br /><br />Sort of a catch 22 when you buy something that isn't quite legal without brakes from a dealer!<br />AS far as I am concerend, if the dealer puts the plate on, it should be legal, right?
