Why does my boat have a bilge pump? Why are my scuppers under water?

A standard insurance requirement may be "bilge pump".

If water were to enter that area, the pump would pump it out rather than leave it there... that's why it's a good idea.

Have you considered the possibility of your foam floatation being water saturated? If you do a search under "boat restoration and building" you will find many postings about this common problem.

If you can talk to owners of other boats of the same make/model you can usually pick up lots of useful information from them.

The foam appears to be dry, but who knows. Either way I am installing 3 bilge pumps.

I was talking about the transom drop in not bilge pumps in the last post sorry for any confusion,
