You are timing the opening of the points relative to the rotation of the magnets !----That is what produces the peak spark.---Always the same.------It is the rotation of the magneto plate that changes spark timing to piston travel in cylinder.------Think about / read about it / look at videos.----This thing is called a " MAGNETO " and it is very simple.
No you set points when the "wiper" is on the highest point of the cam, ie when the points are at their widest open. Its easy to see this point on a four lobed cam like we used to have in car distributors but not so easy to see on a cam like in this outboard, hence the marks to indicate the correct position
